GUIDELINES ON THE CONDUCT OF PUBLIC PROCUREMENT ACTIVITIES

 BY MINISTRIES, DEPARTMENTS AND AGENCIES IN RIVERS STATE

AS A RESULT OF THE COVID-19 PANDEMIC LOCKDOWN AND OTHER EMERGENCIES

  1. Introduction 
  • Since the outbreak of the New Corona Virus (COVID-19) pandemic, global socio-economic activities have practically grounded to a halt and this has affected the revenues from oil resources, taxes and other streams. Unfortunately, Rivers State was not spared, and this has adversely affected the State’s capacity to implement the 2020 Appropriation Law. 
  • Due to the imminent threat to lives posed by the COVID-19 pandemic and to ramp up the Nation’s capacity to address this crisis, Federal and State Governments had setup committees in response to the attendant effect of the pandemic, which included efforts by Public-Spirited Individuals and Corporate Organizations who made reasonable financial contributions to support the fight against this virus. In addition, some of our Development Partners have indicated willingness to provide budgetary support to enhance the implementation of the 2020 Appropriation Law in the face of dwindling revenue, particularly ...

The Rivers State Contractors Registration System (RCRS) is an online system that will maintain the database of particulars, classification and categorization of Contractors and Service Providers with the objective of improving the ease of doing business with the Government of Rivers State viz Ministries, Departments and Agencies including the 23 Local Government Councils: providing equal opportunities for all registered Contractors and Service Providers.

In view of the forgoing, the Rivers State Bureau on Public Procurement (RSBoPP) hereby invites qualified contractors and service providers doing or intending to do business with the Government of Rivers State to register in the RCRS via http://rcrs.rsbopp.rv.gov.ng

A sixteen (16) man delegation from the Delta State Public Procurement Reforms Committee (PPRC), led by the Commissioner for Finance, Budget & Economic Planning, Mr. Kennedy Okpara on April 29, 2014 visited the Rivers State Bureau on Public Procurement (the "RSBoPP") for two (2) days. The visit was to enable the committee look at the operations of the RSBoPP in the implementation of the Public Procurement Law of Rivers State. The delegation had an interactive session with members of the Board of Directors and Management of the RSBoPP and shared experiences that will assist the Government of Delta State in implementing its Public Procurement Law.
The team also met with representatives of some key procuring entities and visited some projects being undertaken by the Government of Rivers State.

The Rivers State Bureau on Public Procurement (RSBoPP),  as part of its drive to enhance institutional capacity and ensure voluntary compliance with the Rivers State Public Procurement Law by stakeholders in the public procurement system, organised a One Day Training for the Heads of Local Government Administration and their respective Directors of Procurement in the 23 local government areas in the state. The theme was “A Guide for an Effective Implementation of the Rivers State Public Procurement Law”, held on April 20, 2016 in RSBoPP’s  Training Room.
