Public Affairs

The Public Affairs Department as provided in the Public Procurement Law (no. 4 of 2008) is mandated in Sections 3(b, e, f, j, r and 4(d) to communicate the goals, objective and priorities of the Bureau to the various publics. This information is disseminated through a variety of channels, media relations and imaging activities. The Department's core competence is in strengthening the bond between the Bureau and the public through open, timely and honest dialogue and programmes.

With more than 19 years in the media and print industry, Soye has a grasp of cutting edge public relations practices as well as a clear understanding of the delicate workings of government policies. Beginning her career at Alamarts Productions Limited, a public relations firm in Port Harcourt, she went on to join the Daily Times Newspaper Corporation of Nigeria and later the Rivers State Newspaper Corporation. Soye holds a degree in Mass Communication from Bayero University in Kano and a Masters degree in International Relations from Obafemi Awolowo University in Ile-Ife. She is a member of the Rivers State chapter of the Nigerian Institute of Public Relations (NIPR), Public Relations Society of America (PRSA), International Public Relations Association (IPRA), Nigerian Institute of International Affairs (NIIA), Advertising Practitioners Council of Nigeria and an associate fellow in the Institute of Corporate Administration. She has attended numerous top of the shelf international courses, seminars and workshops both in Nigeria and across the world. Soye is currently Head, Public Affairs Department of the Rivers State Bureau on Public Procurement.
